Environmental Protection Administration, Executive Yuan and Ministry of Transportation and Communications announced the revision of Toxic Chemical Substances Transportation Management Regulations

In order to enhance the toxic chemical substances transportation management, Environmental Protection Administration simplified the relevant document and strengthen the transportation industry “response and accident prevention”, and had announced the revision of Toxic Chemical Substances Transportation Management Regulations together with Ministry of Transportation and Communications on 18^th December 2018.

The Environmental Protection Administration said that the aforementioned Regulations had been revised 6 times over the past years since it was announced on 8^th February 1991, and this revision regulated the transportation of small amount of Class 1, Class 2, and Class 3 toxic chemical substances, including simple transportation form, which is required to contain the safety data sheet and install the mobile device software. The transportation forms were reduced from six duplicates to one, and were also subject to the regulations related to container installations and shipments in Act 84, Regulations Governing Road Traffic Safety. Meanwhile, in order to enhance the risk management of the toxic chemical substances transportation, the standard of the instant tracking system installed on the transportation vehicles was upgraded. The tracking system is required to have functions including the check-in records of the departure and destination, the emergency function (SOS button, clinometers and so on), and the 4G Internet data or above.
