The unveiling ceremony of the construction preparatory office for the toxic and chemical disaster training site and the installation ceremony of the petrochemical disaster training facilities were held today (4), co-presided by Hsieh Yein-Rui, Director General of the Toxic and Chemical Substances Bureau of the Environmental Protection Administration, and Chen Wen-Long, Director General of the National Fire Agency, Ministry of the Interior. In addition, guests such as Chen Xin-Gjie, Deputy Director of the Fire Bureau of Nantou County Government, and Lin Long-Ru, Deputy Director of the Nantou County Governmen Environmental Protection Bureau, were invited to attend the grand event. After the completion of these facilities, the completeness of domestic petrochemical disaster training will be significantly improved, and the disaster response capabilities of on-site emergency responders in the petrochemical industry will be strengthened. In addition, the National Fire Agency provides shared office space and cooperates to promote the establishment of training sites, in order to enhance the efficiency of business cooperation through this shared model.
In order to improve the professional training on petrochemical disasters, strengthen the disaster response capability of on-site responders, and effectively improve the quality of training, the Environmental Protection Administration and the Ministry of the Interior have cooperated to expand and upgrade petrochemical disaster training facilities. The Ministry of the Interior provides about 2.5 hectares of space in the National Fire Agency’s training center, and the Environmental Protection Administration has invested about NT$48 million to expand and construct relevant simulators of petrochemical facilities and leakage scenario simulation facilities next to the existing petrochemical disaster training facilities.
The petrochemical disaster leakage scenario training facilities are predetermined to be located in the National Fire Agency Training Center of the Ministry of Interior, Zhushan Town, Nantou County, covering an area of about 600 square meters. The facilities include four petrochemical facility simulators and a pipeline set, gas and liquid leakage facilities that simulate faulty equipment, and fire scenario simulation facilities. They are expected to be completed in 2020.
The Toxic and Chemical Substances Bureau, Environmental Protection Administration states that most of the raw materials used in the petrochemical industry are flammable, explosive, and toxic, and if the on-site environmental management or operation is improper, disaster incidents such as fire and explosion of raw materials and toxic gas leakage are likely to occur. After the petrochemical disaster leakage scenario training facilities are completed and put into use, they can be used to provide trainings for petrochemical industry operators, site administrators and operators, disaster response personnel and other disaster relief personnel of domestic and foreign government units, strengthening the site operation safety and disaster response capabilities of the petrochemical industry, avoiding disaster expansion, and reducing casualties and losses.
