The “2024 APEC Capacity Building for Chemical Emergency Preparedness” program hosted by the Ministry of Environment ended successfully and effectively showcased our country’s expertise while broadening our international perspective

The “2024 APEC Capacity Building for Chemical Emergency Preparedness” program hosted by the Ministry of Environment, which lasted six days from September 23 to September 28, ended successfully. During this event, 20 representatives from government and industry in Peru, South Korea, Vietnam, Malaysia, Thailand, France, and Poland engaged in in-depth technical exchanges and experience sharing with our country. All participants successfully completed the 40-hour training and achieved the expected goals of the program.

Through detailed explanations and hands-on operations during the 40-hour training course, our country’s professional lecturers empowered participants to not only learn advanced emergency response techniques but also understand how to effectively coordinate resources across different departments to enhance their ability to respond to incidents. In particular, the hands-on operations simulated real chemical disaster response scenarios through scenario planning and group discussions, allowing participants to practice emergency response techniques and methods. This approach helped them achieve optimal training outcomes by effectively combining theory with practice.

During his closing ceremony speech, Hsieh Yen-ju, Director of the Toxic and Chemical Substances Bureau at the Environmental Protection Administration (CHA), mentioned that this training program hosted by our country not only allowed participants to learn about the latest toxic chemical disaster response techniques but also provided an excellent platform for international cooperation and technical exchanges. This event has deepened cooperation and contacts among APEC members and even the global nations, marking a milestone for the export and collaboration of our country’s professional toxic chemical training techniques.

A number of representatives from different countries also shared how this training had brought them fruitful outcomes. They not only learned about professional hazardous chemical response competencies but also had the opportunity to exchange ideas and share experiences with experts from Taiwan and other countries, providing them with valuable insights for promoting a professional response system in the future.

The success of this event has demonstrated Taiwan’s pioneering techniques and competencies in the field of hazardous chemical disaster response. As the host country, we have garnered high recognition from international participants through the professional training course and our fully established training facilities. In the future, the Ministry of Environment will continue to deepen our participation with APEC member states and further develop even more opportunities for international exchange and cooperation, with the aim of optimizing our influence in regional security, environmental protection, and toxic chemical disaster response management.
