In accordance with the provisions of Paragraph 2, Article 38 of the amendments to the "Toxic Chemical Substances Control Act" (hereinafter referred to as this Act) promulgated on January 16, 2019, the Environmental Protection Administration promulgates the "Regulations Governing Establishment Plan for Mutual Aid Groups for Toxic and Concerned Chemical Substances."
The Toxic and Chemical Substances Bureau of the Environmental Protection Administration states that, these Regulations promote operators to cooperate with each other through the establishment of the operation system of mutual aid groups for toxic and concerned chemical substances, to provide support capacity for corresponding protection, contingency and clean-up when incidents occur, with the expectation to achieve the purposes of incident management, reduction of disaster damage and avoidance of secondary hazards.
