The CHA's vision is to construct a safe and sustainable chemical environment. In reference to the Strategic Approach to International Chemicals Management (SAICM) of the United Nations, the Bureau has developed nine indicators as short-term, mid-term and long-term development strategies for chemical substances management in Taiwan:

  1. Grasp the types, quantity and hazard information of chemical substances in Taiwan.
  2. Reduce risks over the life-cycle of chemical substances.
  3. Strengthen prevention and response measures for hazardous chemical substance disasters.
  4. Encourage clean production, and enhance the competitiveness of Taiwan's green economy.
  5. Raise all stakeholders' awareness of hazardous chemical substances.
  6. Strengthen national policy and management of chemical substances.
  7. Reinforce international cooperation in the management of chemical substances.
  8. Establish management strategies across countries and regions.
  9. Establish a national-level testing unit and strengthen its testing capacity.
