Yung Chyang Chemical Industries obtained the first completion number for existing chemical substance standard registration

    Yung Chyang Chemical Industries in Taoyuan City recently obtained the first completion number for existing chemical substance standard registration. The Environmental Protection Administration (EPA) states that the company is the first one to complete the registration in only 3 months, mainly because of intensive participation in the helpdesk provided by EPA.

    EPA states that in order to establish the basis for the risk control of chemical substances,  companies that import or manufacture designated existing chemical substances reaching 1 ton per year are required to apply for registration of chemical substance information within the prescribed period. About 1,500 registrants should submit the relevant information of the designated substances from January 1, 2020 to complete the standard registration.

     EPA has started helpdesk service for registrants since 2019, which provides face-to-face counseling. As of the end of May 2020, 54 companies had consulted registration preparation through the helpdesk. Yung Chyang Chemical Industries is a domestic small and medium-sized enterprise, producing zinc oxide. The company was completely unfamiliar with the existing chemical substance standard registration. After it learned about the helpdesk through the EPA website, it appointed the company's sales specialist to participate in the registration process. Although the specialist was relatively less experienced and had no toxicological background, it only took 3 months to complete the registration, make corrections, and obtain approval from EPA, since Yung Chyang Chemical Industries first contacted EPA.

    EPA recommends that registrants registering the same substance can also ask for assistance from trade associations, and EPA’s helpdesk can also provide consultation service or set up the service of opening special classes for trade associations. EPA encourages integration to facilitate joint registration, completing registrations via the means of work sharing and cost allocating. EPA is also particularly glad that there are currently seven associations proactively discussing the feasibility of join-registration with EPA. Among them, the "Taiwan Responsible Care Association" (TRCA) has expressed its willingness to open non-members to join the association’s rank of joint registration via a non-profit method; those registrants who have willingness for joint registration are welcome to contact the association.

    EPA reminds that the existing chemical substance standard registration can be successfully completed regardless of the size of the enterprise with the assistance of the helpdesk. However, enterprises are requested to check the preparation of its own registration before contacting the helpdesk.
