The Environmental Protection Administration (EPA) held the 2020 National Environmental Accident Case Symposium and Mutual Aid Groups Organization Field Response Capability Observation Activity on November 18-19, 2020 at International Convention Center Kaohsiung (ICCK). In addition to prompting the exchange of skills and experiences in disaster prevention and relief between various industries and sectors, the two-day event helped to improve the professional knowledge and capabilities of the different types of responders to toxic and chemical disasters.
The EPA indicates that Taiwan is a small and densely populated country, and in the event of a major incident, emergency response and handling will be a great challenge. To enhance the capability of the government disaster prevention and relief units and operators of toxic chemical substances in accident prevention and response, the EPA invited more than 300 professionals from industry, government, academia, and research institutes in Taiwan to participate in this event. This event consisted of four main activities. The first activity was a lecture on Major Chemical Accidents at Home and Abroad - Explosive Substances, where experiences were shared and exchanged. The second activity was the Discussion on Environmental Incident Case Studies, which compiled 12 cases of various types of environmental incidents in the past year, and probed and analyzed their response and improvement strategies to achieve the purpose of exchanging technical expertise and sharing knowledge of disaster prevention and relief. The third activity was the Demonstration and Sharing of the Field Response Capability of the Mutual Aid Groups for Observation and Emulation, conducted by excellent companies named Mutual Aid Groups of the Year with simulation modules on site. The fourth activity was the Response Materials Exhibition, which provided the latest information on personal protection, environmental inspection, leak prevention and containment, and information transmission for the participants' reference. Deputy Director Shu-Lin Chen presented a certificate of appreciation to the excellent companies who conducted the on-site demonstrations.
The EPA emphasizes that in recent years, the industry has continued to promote the concept of autonomous joint prevention through the mutual support mechanism of joint prevention organizations, and to demonstrate the entrepreneurial spirit and social responsibility of self-rescue and rescue. With the cooperation of all parties concerned, we have achieved the dual effect of reducing and preventing disaster losses and continued to enhance the capacity of disaster prevention and relief.
