To enhance the ability of handlers to deal with toxic chemical incidents, the EPA promulgated the Regulations on the Management of Emergency Responders of the Toxic and Concerned Chemical Substances

      In order to strengthen the domestic toxic and hazardous chemical substance disaster response capacity, the TCSB owns an environmental incident monitoring and consulting center, with 9 environmental incident specialist teams, monitoring environmental incidents and providing consulting services 24 hours a day. Depending on the situation on the spot, the specialist team could reach  the scene to provide suggestions for contingency and recovery.

      Accidents could be dealt with by the industry at the initial stage, which suppressing the occurrence of disasters. However, the toxic chemical disasters are of high risk, and a little carelessness may cause casualties.

Moreover, the industry’s training is frequently lacking in response and knowledge of the disasters. Therefore, new requirements have been added in "Accident Prevention and Emergency Response" chapter by the TCSB for businesses to set up professional responders and mutual aid groups to strengthen their substantive operations, enhance response capabilities. Also “Toxic and chemical disaster response training centers” in the central and southern Taiwan regions have been established to provide disaster scenario drills to improve the quality of civilian chemical disaster response.
