In response to the greenlivg for all people and the promotion of the concept of toxic and chemical disaster prevention, and to let the public know about the newly established Mailiao Team of the Central Region Environmental Incident Specialist Teams, the Environmental Protection Administration held the 2020 Greenliving and Toxic and Chemical Disaster Prevention Education Promotion and Family Activities in Yunlin today(19th), to raise awareness of toxic and chemical disaster prevention through cooperation between government agencies and private sector organizations.
The event not only showcased the results of toxic and chemical disaster prevention, but also invited local organizations to participate in promoting local industries and produce. At the same time, in order to let local people understand the environmental protection units’ response mechanism in case of a toxic and chemical disaster, a demonstration of toxic and chemical disaster response equipment was also arranged on site. In addition, the public can actually wear the protective clothing and use simple detection equipment, and the event also had a rescue drill for toxic and chemical disasters, in which the Mailiao Team members demonstrated emergency response operations such as detecting, stopping leaks and removing pollution when toxic gas leaks occur, allowing the public to experience the rescue operations when toxic and chemical disasters occur.
According to the Environmental Protection Administration, after the gas explosion incident occurred at the 1st Petrochemical Div. ARO-3 of the Formosa Chemicals & Fibre Corporation at the No. 6 Naphtha Cracking Complex in Mailiao, Yunlin on April 7, 2019, by the proposal of Legislator Liu Chien-Kuo, the convener of the Legislative Yuan's Social Welfare and Environmental Hygiene Committee, and other legislators, the Environmental Protection Administration's Mailiao Team of the Central Region Environmental Incident Specialist Teams was formally established on January 1 of this year, with the Mailiao Sansheng Forestry Research Center provided by the Yunlin County Government as the team's headquarters.
In addition to strengthening on-site guidance and no-warning testing drills at the No. 6 Naphtha Cracking Complex’s toxic and chemical operation sites, it also provides year-round response consultation services in the event of a toxic and chemical disaster, and assists in on-site environmental monitoring and supervision of operators’ post-disaster recovery, working together to properly handle incidents and disaster response to prevent injuries and losses from escalating. On July 15, 2020, the Mailiao Team took the initiative to provide support to the fire incident Refinery Plant 2 of Formosa Petrochemical Corporation at the No. 6 Naphtha Cracking Complex.
In addition to the original disaster prevention operation, for how to improve public’s relative knowledge of toxic and chemical disaster prevention, the Mailiao Team, with the suggestion by Legislator Liu Chien-Kuo, who has been concerned about environmental issues for a long time, to organize educational activities, on the occasion of the one-year anniversary of the Mailiao Team of the Central Region Environmental Incident Specialist Teams, the team organized the " Greenliving and Toxic and Chemical Disaster Prevention Education Promotion and Family Activities," which was an educational and fun way for parents and children to experience disaster prevention with carefully designed game activities, making its educational advocacy more exciting and enriching, inspiring people’s awareness of disaster prevention, improving disaster prevention awareness, and establishing the concept of incident prevention; the event site was full of joyful laughter and the atmosphere was quite lively. It showed people's enthusiasm for disaster prevention, established correct disaster prevention knowledge and values through integrating disaster prevention knowledge into advocacy activities, allowed disaster prevention education to take root, and let the public understand the importance of disaster prevention, further implementing the awareness of toxic and chemical disaster prevention in daily life.
