The Ministry of the Environment, in order to integrate various types of environmental permits, enhance management efficiency and reduce administrative operations, has added new provisions which require the application, change, alteration or extension of other types of environmental permits (documents) to be submitted at the same time, and establish the review principles of municipal and county (city) governments and the competent authorities, as well as the deadline for the issuance of permits and so on.
According to the Ministry of the Environment, in order to integrate promote the integration of various types of environmental permits, this amendment to "Permit Registration and Approval Regulations for Toxic and Concerned Chemical Substances" stipulates that before applying for, changing or extending the permit for toxic and concerned chemical substances, the handler shall firstly draw a flow diagram of the whole plant (facility) in terms of the flow of air, water, wastes, and the pathway of the toxic and concerned chemical substances. Moreover, if permit is related to the application for other types of environmental permits (documents), changes, variations, or extensions of such permits, the applicant shall submit such application at the same time.
This amendment, in order to enhance the efficiency of the overall management of toxic and concerned chemical substances, adds that after the municipal and county (city) governments have completed the review of permits and after the handler has made public the information of the approved permits, registration documents, and approval documents in accordance with the regulations, the competent authority shall issue the permits, registration documents, and approval documents within 14 days.
