本年度（95年）中心提供中區縣市政府及事業單位毒化物防災諮詢、教育訓練與宣導、到場緊急應變、救災諮詢、監測採樣及災後除污復原等協助，以降低及減少毒性化學物質災害與影響為設立目標。完成下列工作： (一)、本年度於教育宣導方面，中心印行之文宣及編製，危害特性及防護手冊，廣為散發，推廣毒化物運作之安全預防及應變知識，也改進網站內容及發行電子報，並推廣網路課，已有不少成果。 (二)、強化災害應防救能量上，中心緊急支援及協助廠家毒災模擬演練達26場次以上，71%於一小時內到達，收集媒體達213次，也進行現場監測、採樣及送檢分析，妥善現場應變及協助防制環境污染，並協助有毒災設備車之縣市整備其設備，提昇可運用率。 (三)、在預防整備上，除中心持續訓練人員外，也提供實場訓練單元，訓練中區毒化物運作廠家達113人次，並協助無預警試63場，後果分析16場次及臨場輔導32場次,也配合日常監測採樣，並持續辦理聯防小組組訓、動員講習及全國案例研討會，諮詢專家會議等，有一千餘人次參與。 (四)、另實驗室認證，文件已備妥，仍需配合完成訓練課程，方能送審。也為業務銜接，本年度中心仍持續緊急出勤，協助各項緊急應變，也以反恐部份工作項目及其他相關經費折抵，共約116.6萬餘元。其他臨時支援項目也有100多人天之投入。

This year the Emergency Response Information Center at the National Yulin University of Science and Technology (YERIC) continued to provide the services on prevention consultation, education and training, emergency response on site, mitigation consultation, monitoring and sampling, and decontamination and recovery for the governmental units and manufacture plants in the region. The main objectives are to mitigate and to reduce the effects of the toxic chemical incidents. The achievements include the follows. 1. On promotion and education fronts, the center printed various types of booklets and folders as well as organized the hazardous characteristic and mitigation manuals in order to promote and increase the prevention, safety, and emergency response knowledge. The we-bsite was updated, electronic newsletters were delivered, and web-based courses of Hazmat school were tried out with some positive results. 2. On raising the mitigation ability, the center engaged on real on-site emergency response and simulation exercises for 26 times. More than 71% of emergency responses arrived in one hour as well as the works of site monitoring, sampling, and analysis. The center also collected more than 213 cases from media monitoring. In addition, the center also assisted the equipment trucks in the region in order to increase their applicability. 3. For the prevention measures, the center continued to train our personnel and manufacturers’ personnel(113). Many works on un-notified tests on emergency response (63), 32 site-visit, and 16 consequence analysis were conducted along with the sampling and monitoring. The center also held the group meeting of mutual aids, governmental units, and an annual conference on response cases. There were more than 1000 attendants on those meetings. 4. For the certification of lab testing, the tests and documents were completed without some personnel training due to the schedule arrangement. In order to continue the previous works, the center also conducted the emergency responses and assistances this year. The expanse were deducted from some assigned works, including anti-terrorist preparation and others, with the amount of NT$1,166,000. Other urgent or necessary assistances were also significant with 100 man-day.
