本年度計畫於民國97年成立中部環境毒災應變隊，應變隊員共24名，應變隊員分別駐守於中部科學園區(台中隊)和斗六工業區(雲林隊)內。中部環境毒災應變隊成立之目的係於發生毒性化學物質災害時提供中部地區各縣市到場緊急應變、救災諮詢、監測採樣及災後除污等協助，以降低毒性化學物質災害對環境之影響。本年度應變隊到場緊急出勤每隊各14場次(含兩隊緊急出勤測試3場次)，以及台中應變隊跨區支援1場次，共計29場次，其中依事故類型區分，火災佔5場次，不明化學品佔3場次，洩漏佔3場次，其他事故類型佔1場次，平均出勤抵達時間為43.1分鐘，1小時內到場率達75%以上。在毒化物災害預防方面，共計完成毒性化學物質運作管理與應變輔導69場次、無預警測試31場次，毒災演練11場次，並與台塑石化、強本運輸公司簽訂相互支援協定合約，以成立毒災聯防應援團隊，強化中部地區毒災緊急應變之能量。

The objective of this plan was established the Central Region Emergency Response Teams in 2008. This plan trained 24 emergency response persons and they worked at Central Taiwan Science Park (as called Taichung team) and Douliou industrial park (as called Yunlin team) respectively. The two teams provided hazardous information in toxic substance, monitoring or sampling, control environmental pollution, and giving assistance for decontamination during emergency incidents, in order to reduce the damage. The attendance of both two teams was 14 emergency incidents in the central region of Taiwan(include emergency incidents test 3), and Taichung team supported 1 incident in the northern region. These emergency incidents in the central region of Taiwan were five fire accidents, three unknown chemical accidents, three leaking accidents, and one other type accident. The average arrival time to an emergency incident was 43.1 minutes and reached the criterion of 75% within one hour arrival. In prevention, the 69 guidance and the 31 tests without notified of toxic chemical factories, and the 11 exercises of toxic chemical finished. In addition, two mutual support agreements with Formosa Petrochemical and Chiang-Pen Transportation Corporation signed to establish support from toxic chemical factories, and to strengthen the ability of emergency response in the center region of Taiwan.
