配合毒性化學物質管理法修正，本計畫主要協助之工作共有三類，包括：（一）協助訂定毒性化學物質管理法之危害控制管理相關子法（二）研修擬毒物及化學物質災害防救相關管制法令及配套（三）辦理毒性化學物質危害控制相關政策計畫相關行政支援。本計畫之內容包括：專業應變機構；專業應變人員；聯防組織；應變器材及偵測與警報設備;危害預防及應變；應變車輛管理等之子法規劃。在協助訂定毒性化學物質管理法之危害控制管理相關子法之主要工作，是協助配合本年度毒性化學物質管理法修正後之新增子法，協助進行相關規劃，共有五項子法之新訂作業；在研修毒物及化學物質災害防救相關管制法令及配套方面，共有五項既有子法之修訂，其中在危害控制相關法令方面另包括9項子法或配套之修訂，在非危害控制之毒性化學物質法規命令方面另包括3項子法之修訂；至於在毒性化學物質危害控制相關政策計畫本計畫亦提供相關行政支援，以利施政之推動，在期中報告執行期間，已完成7場專家諮詢會之辦理。

This project follows closely with the amendment of the Toxic Chemical Substances Control Act (the Act), and its main task is to assist the following works related to the Act: (1) assisting to establish regulations about toxic chemical substance risk assessment and prevention management, (2) revision to regulations about emergency response to toxic chemical substance disaster or accident, (3) providing administrative assistance to works related to toxic chemical substance risk prevention policy program. The scope of the project includes regulations related to emergency response agency; emergency response personnel; mutual aid group; emergency response equipment and detection and alarm equipment; disaster prevention and response; emergency response vehicles management, etc. The main task in assisting to establish related regulations about risk assessment and prevention of the Act is to assist in building five new regulations according to the amendment of the Act; the main task in revising disaster response related regulations includes the revision of five existing regulations, among them there are another nine regulations related to risk prevention and three regulations related to non-risk prevention regulations. This project also provides administrative assistance to works related to toxic chemical substance risk prevention policy program and seven sessions of expert consultation meetings have been held before the submission of the interim report.
