本計畫今年度主要執行內容為協助檢討毒性化學物質6項子法、提升毒性化學物質證件提報、流向申報或勾稽相關功能、派遣專業專職人力、設置客服專線及辦理宣導說明會等4大面向共42項工作。鑒於毒性化學物質管理法已於107.12.21完成立法三讀程序，故為使後續相關配套法令可同步施行，本計畫今年度均積極針對包括許可登記核可管理、第四類核可管理辦法及相關函釋等法令規範，提出具體修正建議，如明訂運作業者基本資料變更時之改善期限、當輸入、販賣之營業場所與使用、貯存場所相同時，可無須申請多張第四類核可文件，而因應本次毒管法修正後新增之關注化學物質，應以取得核可文件後方可運作，具危害性質之關注化學物質，亦應比照現行貯存管理模式，達一定量時不得於住宅區進行貯存。此外，今年度更透過清查歷年解釋函之工作，對毒管法所稱之輸入行為進行檢討，對於不受毒管法管制物質或物品之管理權責提出分工建議，藉以完善毒化物整體管制作業。在系統功能方面，今年度則藉由完成10項功能之開發與調整，令使用者有更友善之操作環境。包括提供業者可自行變更第四類毒化物於通關時之貨品分類號列，大幅縮短原須待環保局審核方可通關之行政作業時間；提供環保局可由勾稽報表直接查詢轄內申報異常之細節樣態（包括濃度申報不符或未申報等5種樣態），減少原尚須以人工彙整分析資料之作業時間；而有關系統後端維護作業，本計畫除定期進行資安自主檢測外，對於化學局各項評鑑、網頁監測及弱點掃描等作業亦均符合相關要求。此外，今年度亦藉由提供13名專業專職人力，支援環保局執行毒化物申報資料勾稽及現場輔導訪查業務，召開各1場次之系統教育訓練及業務檢討會等工作，提升地方環保局管理量能，強化中央與地方連結及夥伴關係；對於業者方面，亦持續以提供5線客服專線，每月至少接聽800通以上客服電話，辦理9場申報系統操作說明會等方式，協助業者解決對於運作紀錄申報、證件申辦或法規內容等疑慮。

The project for this year covered 4 major scopes and a total of 42 jobs, specifically, helping the revision of 6 sub-laws of Toxic Chemical Substances Control Act (TCSCA), upgrading the related function for reporting the license of toxic chemical substance and its amount of distribution in commerce or the inspection, dispatch professional full-time staffs, setting customer service hotline, handling briefing session, etc.. Given that the Third Reading of Toxic Chemical Substances Control Act (TCSCA) was passed on December 21, 2018, the project for this year actively made suggestion to the amendment of the regulations of permit registration and approval management, the approval regulations of class 4 toxic chemical substances, administrative rules and relevant laws that enable the simultaneous implementation of TCSCA and the related laws and regulations. In general, stipulation of the improvement period for the change of the basic information of the handlers, exemptions for multiple applications of the class 4 approval documents when the import and sale's business site same as the usage and storage site were suggested. Besides, the acquisition of the approval documents by the operators before they operate for the newly added chemical substances of concern after this revision of the TCSCA. Furthermore, the management method of the hazardous substances of concern was suggested to be same as the current storage and management regulation, that is they should not store in community areas if they reach a certain amount. Otherwise, in order to finalize the whole management system of the toxic chemical substances, the input behaviors defined in TCSCA was reviewed, and the assignment of management responsibility and the authorities for the substances or goods that are not under control of TCSAC were recommended by recheck all the past administrative rules of the relevant laws and regulations. In terms of system function, the development and adjustment of 10 functions were completed this year. These provide users a more friendly operating environment, including the operators could change Standard Classification of Commodity of The Republic of China Code (C.C.C. Code) during the exporters and importers customs clearance the class 4 toxic chemical substances, which shorten the administrative operations time of the environmental protection bureaus to review and approve during customs clearance. On the other hand, the environmental protection bureaus could check the details of 5 different categories of the abnormal report includes wrong declaration of concentration, undeclared, and so forth within the jurisdiction by the inspection report, which reduce the clerical operation time for data analysis and consolidation. Moreover, for the maintenance of the backend management system, except the regular self-inspection of the internet security, the project met requirements of Toxic and Chemical Substance Bureau in evaluation, web monitoring, vulnerability scanning, etc. Additionally, 13 professional full-time staffs were provided to support environmental protection bureau to execute the inspection of declaration for toxic chemical substances, field survey and counseling the operators, held a system training session, an evaluation meeting for businesses and so on during this year. These have improved the management capabilities of environmental protection bureau and have increased communication and partnerships between central and local. At the same time, 5 lines of customer service hotlines are provided for the operators, at least 800 customer service calls have received per month. Aside from that, 9 declaration of system operating seminars have organized. These have assisted operators to solve their questions about handling record declaration, document application, interpretation of regulation, etc.
