本計畫的目標係維護環境用藥業務網站，包含環境用藥管理資訊系統、環境用藥許可證及病媒防治業查詢系統及環境用藥微生物製劑常見菌種特性資訊查詢系統，並持續配合電子化政策推動各項線上服務及友善性功能調整，辦理訓練課程輔導系統使用者（業者、主管機關）操作，蒐集反饋意見據以改善提升系統友善度和調查病媒防治專業技術人員工作調查評估，藉此瞭解目前我國環境用藥病媒防治業在公司內部男女比例及工作現況。環境用藥管理資訊系統使用對象包含主管機關、環境用藥業者、病媒防治業，提供證件申請、審查及申報等功能，另提供對於一般民眾的網站查詢；【系統服務】本年度完成10項系統功能友善性調整，使環境用藥管理資訊系統提供完善的友善性服務，包含：病媒防治業施藥人員訓練機構功能、許可證申請暨審查功能、樣品同意文件功能、許可執照功能、減免環境用藥原體關稅申請、環境用藥原體轉讓及專供輸出等申請暨審查功能，另為提供使用者更友善便利的操作環境，配合化學局訂定的7項網站績效評核指標進行網站調整，其調整網站包含環境用藥管理資訊系統和環境用藥許可證及病媒防治業網路查詢及環境用藥微生物製劑常見菌種特性資訊查詢系統，以提升系統操作之友善度及網站內容資料正確性；定期檢視更新環境用藥相關公開網站資料，提供大眾最新環境用藥相關知識及訊息，針對環境用藥管理資訊系統完成更新31則公告，環境用藥安全使用宣導網站完成19則新聞上架作業；推動憑證登入、電子簽章及電子付費之電子化作業，以簡化行政作業程序，提升便民服務；【輔導服務】分群分眾辦理環境用藥訓練宣導，提供實機輔導服務，強化環保局及業者對系統熟悉度，本年度於9/25辦理地方環保局系統操作說明會，與會人數25人，另業者操作說明會北中南共計辦理6場次說明會，與會人數257人；針對病媒防治專業技術人員進行工作性別調查評估，共計調查215份，依據問卷調查結果病媒防治專業技術工作人員，男性佔比約為83%，女性佔比約為17%。

The objective of this project is to maintain the online-based service system of environmental agents, including environmental agents management information system, environmental agent permit and pest control industry license, and characteristics of common microorganisms for environmental agent microbial preparations information system. Following the e-government policy, this project continues to improve the user-friendliness of online services and functions. In addition, training courses were held for users including industries and competent authorities to help them use the system. Users’ opinions or suggestions were regularly taken into account to improve the system. Besides, the surveys of pest control professional technical personnel were conducted to understand the current gender ratio and working conditions of pest control operators. Users of the environmental agents management information system include competent authorities, industries, and pest control operators. This system is featured by various functions, such as permit application, review, and declaration. It also provides services as an advocacy tool and public queries for competent authorities. 【System service】 10 system improvement projects were completed to provide user-friendliness of environmental agents management information system this year. The upgraded functions in the system include pesticide control personnel training institution, permit application and review, sample approval, permit or license, application of reduction for technical grade environmental agents, and application and review of environmental agents for transfer and export. 7 website evaluation indicators which were set by Toxic and Chemical Substances Bureau (TCSB) were followed to provide a user-friendly interface and the accuracy of information on the websites of environmental agents management information system, environmental agent permit, pest control operators online search, and characteristics of common microorganisms for environmental agent microbial preparations information system. The data of environment agents were regularly updated to provide the public with the newest knowledge and information. To date, 31 announcements were updated on the environment agent management information system. 19 pieces of news were posted on the website to promote the safe use of environment agents. Voucher login, electronic signature, and electronic payment were promoted to simplify administrative procedures and enhance convenience services. 【Counseling service】 Numerous environmental agent training sessions and promotion campaigns based on different groups were held to provide technical assistance. Hence, Environmental Protection Administration and related industries were able to familiar with the system. On September 25, 2020, a seminar of introducing the system operation was held for local environmental agencies, and there were 25 participants. In addition, 6 seminars were held for industries in northern, central, and southern Taiwan, and there were 257 participants. In terms of pest control professional technical personnel survey, 83% was male and 17% female according to 215 questionnaires.
