為加強台灣地區事業單位及地方環保單位毒性化學物質危害預防及緊急應變協助與救災技術諮詢，行政院環境保護署特於中區選擇與本校合作並於91年1月14號掛牌成立中區毒災應變諮詢中心，服務台中縣市、彰化縣市、南投縣、雲林縣、嘉義縣市、金門縣與連江縣等地區之毒化物運作事業廠家及地方環保、消防、警察及軍事單位等機關，提供毒化物防災諮詢、兩小時內立即到場的緊急應變、救災諮詢及災後除污等協助，強化毒性化學物質災害預防、防災宣導、事故救難等機制。 本中心成立以來完成本年度工作包括： 1. 提供二線專線05-5329690～1與二線緊急聯絡行動電話0910705708～9及一線傳真05-5326202接受緊急及一般諮詢，並研訂赴現場標準作業程序，結至91年11月底止共接獲諮詢21件，其中緊急諮詢7件、跨縣市緊急諮詢1件、到場協助應變及災後事故調查5件。 2. 舉辦中區毒災聯防小組組訓暨動員講習活動2場。完成出版聯防小組第十五期簡訊，配合中區各縣市環保單位完成了41場次的無預警測試。 3. 參考Tomes Plus及美國NISOH等資料，更新毒化物列管編號055～106應變資料，並與北區中心合作開發網路版廠家基本資料查詢系統，並編撰完成專家赴現場支援教材。 4. 協助辦理四場毒災演練：91年3月、5月及12月協辦台中港區毒性化學物質災害應變演習、台中市環保局及彰化縣環保局工廠防災應變演練。

Upon advancing abilities in hazard prevention, emergency response, and technical information of toxic chemicals by manufacturing and governmental units, the Environmental Protection Administration (EPA) had established the middle region Information Center of Emergency Response for Toxic Chemicals (YERIC) with the National Yulin University of Science and Technology on January 14, 2002. The service area includes Taicung City and Country, Chenghua Country, Nantou Country, Yulin Country, Chiayi City and Country, Kimen Country, and Lianjiang Country. The major tasks were to provide site service of emergency response, hazard consultation, decontamination, and technical consultation, etc. for the local manufacturers, environmental protection agencies, fire and police departments, and military units. The main purposes were to advancing the capabilities in hazard prevention, public education, and incident assistant. The main accomplishes this year include the follows. 1. The center opened two direct telephone lines (05-532-9690~1), one fax line (05-532-6202), and two cellular phone lines (0910-705-708~9) for general and emergency uses on consultation. The center also streamlined the standard operation procedures for site services. There are 7 emergency site services among 21 requests. 2. The center helped the local environmental protection bureau on 41 telephone, fax, or site tests on simulating operation accidents of toxic chemicals. The center also held two one-day trainings on members of mutual aid teams and local response agencies. 3. The center had updated the section 055 to 106 on the Emergency Response Manual for Toxic Chemicals, developed the manufacturer database with the Center of Northern Region, and wrote the course materials for Level 2 expert assistant. 4. The center also assisted four exercises on toxic chemicals including a FTIR usage exercise in March, a national exercise in May, two country-level exercises in December.
