本計畫的目的在於利用已建置之即時追蹤系統，掌握毒性化學物質流向，達到防範與降低毒災發生後所造成之人員傷亡及環境危害之目的。依據計畫工作項目可分為以下幾點：審驗作業之執行與其行政作業、營運管理基準之建立與檢討、系統各項監控功能之穩定性與其維護調整、系統功能之擴充性建議、勾稽稽查作業及精進。由列管至今，本團隊已列管超過1,900輛運送車輛以及305家運送業者。本計畫除延續上一年度工作外，本團隊每日根據勾稽樣態進行分析以及名單彙整以移交疑似異常名單，並依據長時間累積的勾稽經驗以及進行勾稽案件分析，進而修正勾稽規則以強化系統勾稽功能之正確性及可靠度。此外，本工作團隊持續透過地理資訊系統強化流向追蹤管理，除利用所蒐集到之資訊進行交叉比對外，也導入地理資訊系統的空間分析方法，以發展新的勾稽規則。於行政作業上，本計畫之相關會議共舉辦2場次說明會與2場現場抽查，藉由說明會與現場稽查之第一線作業人員的回饋資訊，更協助防災應變體系建立，提高我國緊急應變機制的運作效率。

The aim of this project is to monitor toxic chemical substances from source to destination with real-time tracking systems Global Positioning System (GPS) on transport vehicles, and to prevent disasters and reduce the number of casualties. According to the project scope, project tasks included: examination and related administration tasks, operation and daily management tasks, system maintenance tasks and abnormal activities monitoring and validation tasks. At present, there are approximately 1,900 vehicles with 305 transportation companies. The project team continued monitoring processes and submitted cases of suspicious vehicles on a daily basis in this year. We continued utilizing GIS system to track vehicles and toxic chemical substances, furthermore, we leveraged GIS spatial analysis methods in abnormal activities monitoring to discover new validation rules. As to administration tasks, we also held on 2 operating instruction meeting and 2 on-site inspections. We collected feedback in these meetings for enhancing operation efficiency in emergency response process.
