行政院環境保護署有鑑於毒化物管理與毒災應變工作正式成為政府重要施政的一環，為強化本項業務，積極辦理毒化物管理、防救與救災等工作，環保署於今年度建置規劃中，考量區域縣市救災需要，分別於台北縣、台中縣以及台南縣分別進駐環境毒災應變隊，以協助區域內各縣市進行災害應變與善後復原等全方位之處理。 本計畫於今年度主要工作項目為協助署內建置環保署環境毒災監控中心、北部環境災害應變隊，協調業者成立毒災聯防應變支援團隊與協助環保署強化國內毒災防救體系之能力，辦理國外技術交流。 監控中心完成建置緊急通報與溝通資訊平台、媒體即時視訊存錄系統、槽車監控系統，並完成37場事故登錄與呈核工作；在與國外技術交流方面，已於10月31日陪同署內長官出發前往拜訪美國化學品運輸緊急應變中心(CHEMical TRansportation Emergency Center，CHEMTREC)、美國氯氣應變聯防組織(CHLORine Emergency Plan，CHLOREP)及維吉尼亞州HAZMZT Team (Arlington, VA)等相關毒災防救組織及前往聖地牙哥參加2006年美國國家安全協會年會；在環境災害應變隊方面，於8月16日正式上線值勤後，已完成19場次事故到場應變，16場次臨廠輔導與5場次之無預警測試，並進行5場次之毒災演訓；在協調成立業界毒災聯防應變支援團隊方面，目前已與台北縣5家業者進行一場支援作業規定草案之協調會，12月7日已與南亞樹林廠完成簽署之協議。 由於毒性化學物質災害屬於災防法指定之重大災害，以及其他非屬毒災之其他化學品事故救災需求，各界對防災救災的需求漸趨多元化，期待此計畫之執行，能為國內防災救援體系提供實質上的幫助，一方面減少事故發生後污染之擴散，另一方面期待更能降低毒化物災害之發生。

Environmental Protection Administration (EPA), Executive Yuan, R. O. C. has concerned that management of toxic substances and affairs of emergence response become one of the governmental important topics. In order to enhance integrity of these affairs, the jobs such as management of toxic substances, preparedness and emergence response of incident have been conducting. The Emergence Response Teams in Taipei, Taichung and Tainan counties have been established to implement the evaluation of incident and demarcation of pollution area as well as provide the suggestions of safety response and treatment. The main works of this project in this fiscal year are those to assist EPA to found the Toxic Incident Commanding Center and Emergence Response Team in northern region. In addition, Toxic Incident Mutual Aid Team integrating the toxic material owners and the capability of domestic toxic incident emergency response system are also enhanced. The communication of international organizations about emergency response relative technologies was also hosted by ITRI. Until November 25th, the emergency announcement and communication information system, media real time recording and retrieve system, and tank car monitoring system have been built up in Toxic Incident Commanding Center and the record of thirty seven incidents have been filed and documented. In the communication of international organizations about emergency response relative technologies, visit to emergency response organizations and participate in worldwide conference with EPA’s officer have been arranged on the date of October 31st. In the Emergence Response Team, nineteen on-site emergency responses, sixteen on scene audits, and five uninformed tests have been completed, and five toxic incidents exercises and drills have been executed. In Toxic Incident Mutual Aid Team, five toxic material owners in Taipei county were invited to attend the coordination meeting associated with the draft of regulation of supporting procedures. The Toxic Incident Mutual Aid Team will be set up after the owner’s signature the modified formal agreement. Due to the increasing quantities of restricted toxic chemical substances, diversity of the need in the field of preparedness and emergency response has been confirmed. By executing this project, the specific assistance in the system of domestic preparedness and emergency response can be expected. On the one hand, the pollution diffusion after the incident occurred can be reduced, and on the other hand the occurrence of incident of toxic materials can be reduced more expectedly.
