109~110年毒性及化學物質 事故預防整備推動計畫
The Project of accident prevention for toxic and Chemical Substances, 2020~2021

本計畫配合毒性及關注化學物質管理法修訂，協助執行12項子法推動之相關配套措施，協助毒化物事故預防及緊急應變工作之推動，蒐集並協助化學局進行相關事故預防緊急應變規範及文件之研擬，其中包含專業應變人員訓練和專業應變諮詢機關（構）之申請及審查、危害預防及應變計畫書之撰寫及備查、偵測警報設備連線之流程及文件和聯防組織資料之收集和彙整等。除相關文件制度之撰擬，本計畫協助辦理專業應變人員訓練和專業應變諮詢機關（構）書面、現勘審核及查核工作，並建構專家學者資料庫清單及專業應變諮詢機關（構）收費標準及評鑑制度之訂定。相關配套成果協助化學局據以推動毒化物事故預防及緊急應變工作。　　協助化學局推動中長程災害預防整備工作，滾動檢討現有毒性化學物質災害防救業務計畫及彙整績效執行報告，並綜整建構安全化學環境計畫跨部會合作執行成果，為期4年（109年至112年），總經費為42億9,395萬元。協助新北市、彰化縣及新竹市等地方政府辦理毒性化學物質災害防救演練，提出腳本及演練方式之建議；蒐集並研析美國、英國及印度等國家之演練方式與辦理經驗，協助辦理全國毒性化學物質災害防救演練；針對身心障礙者進行易讀疏散避難指引之編製。為保護毒災事故人員健康，掌握國內解毒劑儲備及運作情況，蒐集341種環保署公布列管毒性化學物質及3種關注化學物質之解毒劑資訊，並研析國內相關事業主管機關之管理方式建立跨部會合作溝通平台。　　配合前述事故預防應變及災害整備工作之進行辦理多場專諮研商、宣導座談會議及大型推展活動。並依實務需要撰擬新訂法規或危害控制業務推動文案並彙整國外事故預防、緊急應變法規及權責相關資料等。

This project cooperates with the revision of the Toxicity and Concerned Chemical Substances Control Act, assists in the implementation of related supporting measures promoted by 12 sub-acts, assists in the promotion of toxic chemical substances and concerned chemical substances accident prevention and emergency response work. The project assists the Bureau of Chemistry in collecting and analyzing the relevant accident prevention and emergency response specifications researches and documents, including the application and review of emergency responders training and emergency response organizations, the writing and review of hazard prevention and response plans, the data collection of the detection and alarm equipment connection as well as the joint defense organization information. In addition to documentary works, the project assists in handling emergency responders training and emergency response organizations writing, on-site survey and verification, constructing a list of experts and scholars database and emergency response organization reviewing standard, evaluation systems and charging mechanism. Related supporting results will assist the Bureau of Chemistry to promote the prevention and emergency response of toxic chemical substances and concerned chemical substances accidents. Assist the Chemical Bureau to promote the prevention and preparation of medium and long-term disasters, review the existing plans for disaster prevention and rescue of toxic chemical substances and consolidate performance reports, and comprehensively construct the results of the inter-departmental cooperation of the safe chemical environmental plan for a period of 4 years (From 2010 to2013), the total funding was 4,293.95 million. Assist the local governments, including New Taipei City, Changhua County and Hsinchu City to conduct toxic chemical hazard prevention and rescue drills, and propose scripts and drill methods; collect and analyze the drill methods and handling experience in the United States, the United Kingdom, India and other countries, and assist in the nationwide Toxic chemical disaster prevention and rescue drills; preparation of easy-to-read evacuation guidelines for the physically and mentally handicapped. In order to protect the health of emergency responders, and to understand the domestic antidote reserves and operations, we have collected information on 341 types of toxic chemical substances and 3 types of chemical substances of concern published by the Environmental Protection Agency, and studied and analyzed the management methods of relevant domestic business authorities. Establish an inter-ministerial cooperation and communication platform. Coordinate with the aforementioned accident prevention and response and disaster preparation work to handle a number of special consultations, seminars and large-scale promotion activities were conducted. According to actual needs to draft new regulations or hazard control business promotion plan, and to compile foreign accident prevention, emergency response regulations, rights, responsibilities related materials, etc..
