Project for constructing a safety chemistry homeland : The plan for the setup of northern environmental incidents specialist team.

本計畫目的，為協助環保署維持與建置北區環境事故專業技術小組，為宜蘭、臺北、桃園與新竹共計4隊，全時維持至少3人以上，24小時全年無休，執行環境事故之趕赴到場，支援各類事故處理、支援應變監測、採樣及善後復原工作，提升環境事故應變時效與能力，4隊出勤到場應變工作(包含：環境事故、平時整備演訓/無預警測試、以及支援非毒災環境事故)151場次，並執行環保署各項儀器裝備校正、維護工作及更新轄區應變基本資料；在平時預防整備工作方面，完成369場次毒化物運作廠場臨廠輔導、183場次廠內應變無預警測試、25場次縣市毒災演訓、46場次法規說明會與2場次疏散避難宣導、2場次動員研討會、3場次聯防組織訓練研討會、執行81場次環保署交付全動、反恐、環境災害相關演習兵推、平時整備演訓及環境事故仿真測試，以及協助環保局完成803件次危害預防及緊急應變、應變器材及偵測警報設備操作計畫之審查、完成4場次與地方消防單位駐地交流會議、完成326家毒化物運作重點廠家危害分析，並召開2次專家及機關案例檢討交流會議，以防類似災害再發生。

The purpose of this project is to establish and maintain 4 specialist teams in responding environmental accidents of northern Taiwan region under EPA’s surveillance. The 4 specialist teams are located at Yilan, Taipei, Taoyuan, and Hsinchu respectively. Each team with 3 staffs on duty at all times for round-clock on-scene emergency response. Their responsibilities include accident site emergency response, accident sites pollution monitoring, sampling, clean-up, and recovery, etc. To enhance the effectiveness and capability of environmental accident response, we have participated in a total of 151 accident sites response. calibration and regular maintenance work of all instruments are performed to ensure them functioning normally. Regarding accident prevention and preparedness, we have conducted 369 in-plant reviews of toxic chemical substances handling facilities, 183 tests of no-warning in-plant tests, 2 workshops of mobilization, 48 seminars of toxic incidents code compliance and accident evacuation, 3 group training of industrial joint response task forces. In addition, 81 drills incorporate with local environmental authorities concerning anti-terrorism and environmental accidents are performed. 803 reviews of toxic incidents hazard prevention and preparedness plans. A report on the analysis of 326 hazard potential companies and evacuation was completed. Finally, 2 case-study and lesson learned conference is held to prevent similar accidents occurred.
