Inter-ministerial Cooperation on Source Management and Promotion of Green Chemistry

The Ministry of the Environment hosted the “2024 National Chemical Substances Management Policy Guidelines and Action Plan Achievement Seminar” today (December 25) at the International Conference Hall of the Chinese Culture University's Jianguo Campus (Daxia Hall), with the theme of “Innovation and Promotion of Green Chemistry Technology”, and invited the members of the “National Chemical Substance Management Board” to act as moderators and attend the seminar as well as to provide guidance. The Ministry of Environment explained the revisions to the National Chemical Substances Management Policy Guidelines and the National Chemical Substances Management Action Plan (2024 to 2027). Special guests included supervisors or experts recommended by six agencies: the Ministry of Agriculture, the International Trade Administration of the Ministry of Economic Affairs, the Industrial Development Administration of Ministry of Economic Affairs, the Electronics Systems Research Division of the National Chung-Shan Institute of Science and Technology, the Ministry of Education, and the Ministry of the Environment, who gave presentations on their achievements in promoting green chemistry.


The Ministry of Environment stated that according to the "National Chemical Substances Management Policy Guidelines" approved by the Executive Yuan in 2018, the Ministry has been organizing annual seminars since 2018 to regularly review the implementation results of relevant ministries under the policy guidelines, while strengthening communication and exchanges with all sectors. Since 2018, the Ministry of the Environment has organized annual seminars to discuss topics of national concern on chemical substances management. During the seminars, the agencies share their achievements and provide feedback to further consolidate the efforts and resources of related ministries and various sectors to help jointly realize the goals and visions of the National Chemical Substances Management Policy Guidelines and Action Plan.


According to the Ministry of the Environment, good risk management of chemical substances is crucial in reducing the hazards to human beings and the environment, as well as lowering the risk of accidents. "Promoting Green Chemistry" is one of the most important policies in the chemical substances management in Taiwan. The aim is to reduce the use of toxic chemicals and avoid the environmental fate throughout the life cycle of chemical processes, from the use of raw materials at the source to their disposal, and the production of products must comply with low-toxicity and low-waste standards for the promotion of international trade. Green chemistry education plays a key role in this process, as both the dissemination of basic knowledge and research into environmentally friendly processes require effective communication through education. Therefore, today's theme, "Innovation and Promotion of Green Chemistry Technology," aims to share the achievements and experiences of promoting green chemistry measures by various ministries, discuss future promotion prospects, and make Taiwan's chemical substance management more comprehensive, aligned with international standards, and enhance Taiwan's green economy competitiveness to achieve the goal of sustainable green chemistry.


In addition, according to the Ministry of the Environment, information on the results of chemical substance management has been compiled since 2020 for the overall results of chemical substance management in Taiwan, and annual reports on the effectiveness of implementation by the relevant ministries are compiled and posted on the “Website of Chemicals Administration, Ministry of Environment/Education/Publications” section (https://www.cha.gov.tw/lp-118-1-xCat-02.html). The public is encouraged to check out the webpage. In the future, we will continue to compile annual reports on the inter-ministerial implementation results and post them on the aforementioned webpage for download.
